The object is infocommunication services, characterized the parameters of their grant; the purpose is an increase of efficiency of planning of new and modernization of existent telecommunication networks by research of descriptions of their functioning at the grant of infocommunication services ; methods are methods of classification and decline of dimension of space of parameters of grant of infocommunication services by a cluster, factor and discriminant analysis, and also application programming; the novelty is first formulated, formalized and decided task of research of descriptions of functioning of telecommunication networks at the grant of infocommunication services; the results are an algorithm is developed comparison of any favour to one of the selected classes of infocommunication services; industry is engineering sciences.
