Enterprises and institutions of higher education interaction in the system of educational services provision with the aim of personnel training is the object. The development of theoretical-methodological essentials of the system of educational services provision formation by higher education institutions for enterprises especially for specialists training and re-qualification is the goal of the work. The dialectic method, analysis and synthesis, statistical research was used. The development of methodical recommendations for formation the system of educational services provision according to the enterprises needs, its coordination with the tasks of scientific-technical industry preparation; the usage of industry staff training for innovative enterprise and productive-economic development are the results of practical value. The development of fundamentals of educational services provision by a higher education institution for the needs of differentiated enterprises with the aim of corporate culture development in the learning process has the theoretical value. Firstly the author has developed the concept of enterprises and higher education institutions cooperation as the basis for creating the system of educational services provision for industry staff policy. The organizational-economic basics of economic innovative development on the basis of enterprises and higher education institutions integration have been improved. The levels, spheres and types classification in the system of education services provision has been extended. The results have been inculcated in state and educational institutions, enterprises, which are the sphere of use of authors' concepts.
