Pinkas G. Financial-economic mechanism of the competitive market for government procurement

The thesis explored the theoretical foundations, scientific-methodological ap-proaches and practical guidelines for building the financial and economic mechanism of public procurement based on competitive government procurement markets, de-fined place and role of financial-economic mechanism of public procurement, which is part of the financial mechanism of the economy and has a special mean in financial and, in particular, fiscal policy under a competitive basis. In dissertation improved categorical aid of procurement, analyzed the main stages of government procurement markets, their principles of implementation and identified the features of the models of public procurement. The nature, basic functions, the elements of financial-economic mechanism of public procurement are grounded; creation of financial-economic mechanism of public procurement on the basis of competitive public pro-curement procedures are proposed and evaluation of the effectiveness of financial-economic mechanism of public procurement in the current context are conducted. Scientific and methodological principles of a competitive market of public procure-ment based on effective policy are suggested. In work, problematic aspects and the necessity of improving the state regulation of public procurement are considered. In this manuscript improved scientific and methodical approach for comprehensive as-sessment of the effectiveness of public procurement.
