Essay

The object of investigation is organisational and technological security processes while conducting emergency and recovery operations(MRO) for elimination of effects of building structure collapse. The aim of the thesis is improvement of security while carrying out special construction works in extreme conditions. Methodological and theoretical basis of investigation consists of theory and experimental methods, which were used for safety evaluation of these works; simulation of above mentioned processes with diagram bases methods based on theory of optimal decision-making; experimental investigation of real and simulated objects; statistical treatment of experimental data. On the basis of simulation of typical extremal situations we received informationally grounded model of rational decision-making;defined mechanism of forming rational momentless theory of elasticity with usage of suggested inverse analogy of Prandl;using mini complex of ARK-1 we received dependence of specific loadings on: the height of lifting of the load, its weigts and dimensions, lifting of mini machinery; we developed theoretic basis for effectiveness increase and security of conducting special construction work in extreme conditions. Due to usage of modern methods of decision-making theory, graph and network theory, practicability of application of small-scale mechanization and portable ARK-1,which is made of it, has scientific base. ARK-1 allows efficient carrying out of recovery operations of collapsed structures in extreme conditions. On decision-making theory basis we made computer performance characteristics service of safe and effective ARK-1 and ARK-2 application. We held an investigation and industrial test on ARK-1(rescue complex) and its components: mini ARK-1 and ARK-2. It enabled us to increase efectiveness and safety of MRO and gave us opportunity to decrease the time of evacuation of the people out of structure collapse on about 25%. The results of this work are recommended to apply in carrying out of specific construction works by Ministry of Building of Ukraine, and in putting into force emergency and recovery operations in structure collapses taking into account safety and efectiveness of their execution.
