The dissertation explains scientific and theoretical ways to improve mechanisms of information and analytical support of public administration. It interpretation the definition "functional and technological mechanisms of informational and analytical support of public administration" on the basis of morphological model of their formation. This paper identifies and explains the priority of using the open software by bodies of public administration. The paper also defines legal, economic, institution, organizational and technical mechanisms of implementation the open software by public authorities and local self-government bodies, the main ways and stages of its realization are pointed out too.
