The dissertation is devoted to a substantiation of theoretical methodical issues, scientific - methodical and practical approaches to an estimation of the competitiveness of the small business enterprises in trade area and determination of their development strategy. In the dissertation the essence of the concept "business" is specified; the definition of "competition" with the regard to three main approaches that defines it is given; the genesis of entrepreneurship and competition is studied; the specific features of public policy in small business area is determined; the major stages in the development of small enterprises is proved. The estimation parameters of the activity efficiency and competitiveness of the small business enterprises of trade area are systematized. The analysis of the development of small business is carried out. Factors that influence on competitiveness and define the development strategy of these enterprises are determined and systematized. The methodical approaches to the estimation of competitiveness of small business enterprises of the trade area are offered. The mechanism to determine the development strategy of small business of trade area is formed and the choice of the development strategy is proved.
