An object is Processes of treatment and transmission of video information in the telecommunication systems. A purpose is diminishing of time of treatment and transmission of videoinformation in the telecommunication systems at the maintainance of necessary quality redisplayed. Methods are structural and combinatorics analysis. Results - the methods of compression and renewal of the transforms of Walsh videogiven on the basis of the floating poliadicheskogo encoding are developed.
