It is investigated theoretical bases of forming the organization-economic mechanisms of development management of service organization on the basis of an adaptive approach. The author conceptually proves theoretic-methodic and applied bases of development management of organizations. Scientific approaches to definition of factors and risks of development of service organizations are generalized.
