Object of research: public administration of development of system of civil protection. Purpose: scientific and practical justification of ways to improve the institutional framework of government civil protection at regional level. Methods: systematic analysis, sociological, abstraction, analysis and synthesis, modeling and forecasting. Results: directions to improve the institutional framework of government development systems of civil protection at regional level a solved. Novelty: the expediency of introducing into science the term "civil protection", defined approaches to improving organizational and legal mechanism for implementing public administrative functions authorized organs of civil protection at regional level. Introduced to the work: the Office for Emergency Situations of Lugansk Regional State Administration, General emergency department of Ukraine in Lugansk region. Areas of use: public administration, regional management, training and retraining of civil servants.
