Object of research are managerial processes by resources which are directed for realization state target complex program improvement of the nations. Research methods: programming-target, economic-mathematical modeling, information technologies, process management, reengineering of business processes, the theoretical-plural approach, research of operations. Results: the concept of a control system by resources state ЦКП nation improvement in market economy is developed; controlling mechanisms are improved by a financial provision of the program and personnel maintenance of the centers of responsibility; are improved the mechanism of monitoring of use of budgetary funds at level of region and structure of an information-analytical control system state ЦКП nation improvement. The practical importance of work is defined by introduction of its results in activity of Senior management of economy of Donetsk regional state administration.
