Yermolenko O. Forming systematic providing of elaboration and realization of the government programs of development of agriculture

Object of research is the process of working out and realization of government programs of the agriculture development in Ukraine. Purpose of research is theoretical substantiation and working out of methodical recommendations on formation and realization of a government program of agriculture development in Ukraine. Research methods is system approach; statistical methods; SWOT-analysis; factorial analysis; cluster analysis; the system and logic approach; monographic method; T.Saati's method. Essence and the concept maintenance "the program of agriculture development " which allow to reach new level of the social and economic condition of agriculture; the methodical approach to working out and realization of the government programs of development that allow to prevent braking of the actions realization had the further development. The concept of working out and realization of government programs of agriculture development that provides the efficiency of the program actions; the methodical approach to the estimation of the economic and social development of agriculture that allow to receive a system of criteria for estimation of the agricultural enterprises readiness to participation in working out and realization of government programs; methodical maintenance of level estimation of the agricultural enterprises readiness to participation in working out and realization of government programs of development that allow to provide differentiation of the agricultural enterprises by T.Saati's method and define possibility of its participation in working out and realization of government programs of development and agriculture enterprises support are improved. Scientific results of research are used in work of Central Department of economy and Central Department of agricultural development of the Kharkov Regional State Administration (certificate No 45/1 from 9/18/2009 and certificate No 12-45 from 3/15/2010), Open Company "Slobozhanochka "(certificate No 33 from 6/20/2008 and "Agro-shat"(certificate No 17 from 5/5/2008).
