Essay

The dissertation is devoted to the complex study of the process of creation and activities of the censorial institutions in Ukrainian provinces which were members of the Russian Empire in the XIXth - at the beginning of the XXth centuries and the historical - legal analysis of this process. It is mentioned that the beginning of the XIXth century was the period of the governance system reform and ministries and departments establishment in the Russian Empire. The system of censorial departments formation was started at that time. The peculiarity of the establishment of the censorial institution was that it was parallel to the improvement of the peoples' education system. The main stages of the formation and development of censorial legislation in the Russian Empire and the process and consequences of its introduction were analyzed. The rule-making activities of institutions pointed at the optimization of censorship functioning was researched. The author cleared up the peculiarities of establishment of censorial institutions in Ukrainian provinces and analyzed the legislative acts which regulated their activity. It was demonstrated that the realization of censorial legislation into Ukrainian lands reproduced the essence of regulation of censorship printing at that time; displayed the censorship attitude to the Ukrainian printing word circulation which was clear negative in the second half of the XIXth - at the beginning of the XXth centuries and based on anti - Ukrainian legislative acts, first of all 1863 Valuev decree and 1876 Ems edict.
