The object is Telecommunication Management Network; the aims is an perfection of Telecommunication Management Network (TMN); the methods are theory of mass service, methods of multicriterion optimization, theory of the graphs, methods of mathematical statistics; results and novelty - the algorithm of complex perfection of management network with variation of topology is first worked out; new approach is offered: reducing task of optimization to the searching of shortest path in a graph, edge weights of which are the conditional vectorial criterions of advantage; new methodology of determination of optimal routes is created in TMN on a cost-reliability criterion; methodologies of calculation of carrying capacities of lines and nodes of TMN are first worked out for regular and emergency mode in the conditions of the limited resources with a task of risks minimization in obedience to methodology of FMEA; methodology of calculation of temporal indexes of signaling gateway operation in the heterogeneous new generation networks is first worked out on the basis of the worked out model; the field is technical sciences, telecommunications.
