Goryn V. State Financial Providing of Social Guarantees

Object: social guarantees as element of social safety and their financial providing. Purpose: deepening of theoretical principles and practical analysis of the state financial providing of social guarantees, recommendations of its improvement. Methods: analysis, synthesis, induction, deduction, generalization, comparison, grouping, system functional analysis. Results: the state financial providing of social guarantees as phenomenon, material maintenance, a form of display is firstly disclosed; classification of social guarantees and directions of their financing is improved; the evaluation of the government spending of public services efficiency is improved. Use: it is introduced in practical activity of Ministry of finance of Ukraine, Account chamber of Ukraine. A sphere is the financial providing of social guarantees.
