The thesis is dedicated to improving information technology digital images by us-ing new methods with application of the local polynomial splines, related to the interpo-lar on average. For the first time an explicit form of B-spline in the fifth order, got its linear combination, which in fact is a local polynomial spline, related to the interpolar on average, got norm and evaluation standards as specified spline approximation, de-veloped subbandes filtering method and image contrast, improved method of binary sequences replenishment periods of smooth functions, the first method of stabilization of digital images corrupted by moving of camera capture. Methods proven to creation of an computerized processing system digital images obtained by remote sensing with space vehicles and surface structures of the microprizmatic light-reflective elements views by microscope.
