Dissertation work is devoted development of theoretical and methodological positions and practical recommendations from the effective forming of the system of socio-economic development of rural territories. Investigational economic essence of rural territories, certainly system of socio-economic development and complex methodology of its research is formed. The modern state of economic potential is analyses agrarian a sector, socially demographic development of rural communities and ecological and economic safety in the context of vital functions of кpopulation of rural territories on the example of the Vinnitsa area. The conducted researches allowed perfecting the system of self-government of rural territorial communities. To ground directions of government control of socio-economic development of rural territories, namely state support of village, forming of objects of social infrastructure, algorithm of logistic model of marketing policy at the rural market of labor, network of service centers, conception of suckling cluster. The matrix of the system of rating estimation of keeping of rural districts is developed on socio-economic indexes.
