Thesis is devoted to the complex research of legal fundamentals of forming and development of the institution of the city management in the system of state authority on the southern territories of Ukraine in the 19th century and the beginning of the 20th century. The concept of city management as a legal institution is formulated and the position and role of a city manager in the system of state administration of Russian Empire is described. The social and political factors of city's area establishment, organizational and legal principles of functioning of a city manager are thoroughly studied by the author.
