Kostovska V. The improvement of local-controlled budgeting in the process of interbudgetary relations reforming

The object - financial relations which appear in the process of formation and usage of budgetary resources of local power and their distribution with the purpose to provide certain budgetary balance. The aim is the investigation of theoretical and methodical foundations of local self-governing budgets on the levels f settlements, towns and cities and working out on this basis theoretical recommendations to the strengthening of their financial basis. The methods - economic- statistical, analysis and synthesis, generalization induction and deduction, comparison, group - forming. The novelty - we were the first to define the essence of the notion: budgetary resources of local self-governing as the part of special-oriented financial resources. The results - proved theoretical scientific foundations; Methodical approaches and the conclusions to the level of practical recommendations which can be applied by working out the conceptions of local self-governing budgets improvement under the conditions of interbudgetory reforming; the formation of sufficient financial basis which is necessary for the implementation of their own and delegated authorities; The investigation is applied by Chernivtsy Regional Division of Ukrainian cities Association; Chernivtsy Local Council and Bucovinian University by teaching the subjects "Finance", "Local Finance", "Budgetary Management".
