Sokrovolska N. Formation of local budget revenues in market conditions.

The dissertation is dedicated to studying theoretical and practical aspects of local budget revenue formation. The essence of the practice is analyzed and a definition is given to the term "own local budget revenues". The process of Ukrainian local budget formation after adoption of the Budget Code is analyzed. The basic trends in development of local budget revenues in Ukraine are revealed, the structural changes in their ceded and own revenues studied. In the dissertation, a prevalence of non-favorable trends in local budgetary revenues is proven. The author offers a range of policies aimed at strengthening the local governments' incentive to generate bigger amounts of local revenues, including transfer of some state revenues to the local budgets' own revenues, introducing new types of local payments, as well as changes in the structure of the existing ones, expansion of the area of self-taxation usage, strengthening the institutional capacity of local authorities in the field of budget policy. A new mechanism of state investment subventions is developed.
