Essay

The thesis solves the actual problem - a theoretical substantiation and development of the advanced organizational-economic mechanism of management by own carload parks operator companies of a railway transportation of Ukraine. The offered mechanism differs by the working out of organizational structure, and application of innovative information technology. The mechanism provides economically well-founded techniques of planning and management of transportations in the conditions of development the transport market services. There have been defined the indicators having the greatest influence on economic and technological management efficiency by cargo carload parks. There is offered and is realized the software of logistiko-economic and logistiko-technological monitoring of processes of usage carload parks operators with elements of adaptability and scaling on level of processes of the economic analysis. As the operational component of the management mechanism, there is developed a model of optimum economic-mathematical planning of carload parks management by number of the proprietors, providing parity of payments at mutual calculations of carriers, taking into account interests of all proprietors of carload parks. The offered design procedure of carload parks, considers the problems of chosing park as the investment project, taking into account the conditions of uncertainty presented by technologo-economic risks. Results of researches and dissertation workings out are accepted to introduction in the operator companies, and also used in educational process of university.
