Frolova N. Legal protection of wetlands of national and international importance

Research object: public relations, which arise up in industries of guard of wetlands, and practical worker of application of legislation in this sphere. Research purpose: ground of suggestions on the improvement of legal safeguard of wetlands from contamination and elimination in connection with implementation by them plenty of irreplaceable functions, and also making suggestions on a change and addition of legislation of Ukraine in obedience to internationally legal agreements on wetlands. Research methods: historical-legal, legalistically-logical, complex, analysis of the systems and interpretation of legal norms. Theoretical and practical value: conclusions are formulated in dissertation research, positions and suggestions can be utillized: in a research sphere; in a right for creative sphere in the process of subsequent perfection of ecological legislation of Ukraine; at development of new normatively-legal acts; for professional preparation of specialists in industry of legal safeguard of wetlands. In dissertation the project of Law of Ukraine is offered "About wetlands". Recommendations, suggestions and conclusions of dissertation research, were utillized in practical activity of the Odessa regional soviet; inculcated in the educational process of the Odessa state ecological university and Odessa national legal academy. Scientific novelty: the thesis includes a comprehensive study of legal nature, conceptual apparatus in regulation of the use, protection and regeneration of wetlands. The main directions of research and legal issues in this area. As a result of the analysis of the basic principles of policy of Ukraine in the field of conservation and regeneration of wetlands, provided suggestions for the classification of wetlands, identified legal and especially the use of wetlands, defined legal rights to the content of wetlands and order their acquisition; proposals to improve public administration in the use and protection of wetlands, provided proposals of public accounting and inventory of wetlands; proposals to improve legislation on legal protection of wetlands of international and national significance. Sphere of the use: subjects of initiation of bill; regional soviets and regional state administrations; higher educational institutions.
