Object of the study is social-economic activity subject small and average enterprise and introduction practical persons to social responsibility on modern stage of the development of the Ukraine. Objective of study is undertaking the complex analysis to social responsibility of the business as factor of the development of the enterprise and region, on territory what he functions, discovery priority developments to social responsibility in Ukraine, development of the methods of the estimation level to social responsibility of the business. Methods of research are structured and system approach, subject-object, generalizations, grouping, comparisons and financial-economic analysis. Theoretical and practical results: the scientific motivation organizing basis estimations level to social responsibility small and average enterprise; offers on improvement of the estimation level to social responsibility. Novelty is theoretical motivation and generalization of the experience of the introduction to concepts to social responsibility of the business, development to conceptual model of the improvement of the mechanism of the estimation level to social responsibility small and average enterprise.
