Dissertation is devoted to the substantiation of the theory-methodological principles and working out of practical recommendations on introduction of financial leverages and stimuli which promote the increase of effectiveness and business activity of small enterprises of Ukraine food industry. The optimum model of economic-organizational process of the working taxation system, which promotes the effective planning of their economic activity, is based. The system of factors which exerts the greatest influence on the indexes of business activity and effective activity of small enterprises is defined.
