Research object: economic processes, characterizing the external environment of functioning of enterprises of Housing and Communal Services (HCS) and directions of reformation their activity at the grant of HCSand forming of their cost. Purpose: development of economic mechanism of reformation of enterprises of HCS. Research methods: method of logic analysis, scientific selection, statistical analysis, methods of prognostication and economic-mathematical modeling. Improved: teoretic-metodical principles of alteration of economic mechanism of reformation of enterprises of Housing and Communal economy in part of providing of balansed of administrative decisions and account of tendencies of growth of debt of population and dynamics of tariffs on Housing and Communal services; system of indexes of diagnostics of enterprises of ZHKK in part of ground of indexes of estimation of efficiency of activity of enterprises, on the basis of clarification of criterion signs of purchasing, market and consumer value of services of HCS; the proper correlations are grounded in particular: "average ettlings/average cost of public utilities", "middle price 1 sq.м. habitation /average cost of public utilities", a "level of quality of servises/average cost of public utilities"; tool of estimation of quality of functioning of enterprises of HCS on the basis of calculations of taxonomical index of quality of maintenance of population, that, unlike existing, allows to take into account system influence of various factors of external and internal environment on performance of enterprises of HCS indicators, level and spectrum of the given services and define the proper ways in relation to the improvement of level of Housing and Communal services. The practical value of the got results of research consists consists in that and conclusions of dissertation research can be implemented a provision in activity of organs of legislative and executive power during realization of reforms of жилищно-коммунальной sphere both on municipal and to national levels.
