This thesis is a complex scientific research devoted to elaborate a range of foreground directions of state policy in the sphere of management and legal protection of state finances in the period of conducting new economic policy on the territory of USRR during 1921-1929. The most important aspects connected with general characteristics of one of the most important sphere of social relations at that period - the sphere of savings, share and usage of state financial resources are researched in this thesis by using a wide list of research methods.
