An object of research are the processes of the financial regulation of small business' development. A purpose of research is elaboration of theoretical and practical bases of improvement of state mechanism of the financial regulation of small businesses, providing possibility of increasing his contribution to economic development of country. Research methods are an expert and financial-economy analysis under development of model of estimation of projects of regulator acts, economy-mathematical methods - for forecasting of indexes of work of small businesses, abstractly-logical, economy-statistical technique, questionnaire, graphic method. The practical value of the results is confirmed with that theoretical and methodological conceptions of dissertation are taken to the level of methodical recommendations at forming of strategies of financial activity of small business. Practical recommendations are developed for perfection of state mechanism of the financial regulation of small business. Efficiency of small business is estimated with trends of steady progress and cutback of the administrative costs spending on his regulation. A scientific novelty consists in development of methodical approach at regulation of small business on the basis of system evaluation of projects of regulator acts, allowing to extend an informative base for decision making in the political process. Approaches are improved at modification of law creation regulator process, allowing to harmonize the national regulation with international and European standards. Methodical approaches are improved at the estimation of expenses on regulation of small business, at the use of the financial regulation of small business taking into account the mechanism of leasing, operating, financial and combined leverage. The aspects of forming of financial resources of small business got further development on the basis of creation of the regional cluster systems, co-operations of enterprises and methodical aspects of coopetion, allowing to promote an efficiency of activity of small business.
