Grabovska G. Organizational and legal principles of educational development during the period of National Revolution (1917-1921)

The Thesis is dedicated to the complex, historical and legal explanation of organizational and legal development and functioning of education in Ukraine since 1917 till 1921. The dissertation is fulfilled with the help of methods systems and set of un instruments of Juridical technics in the first place. As a result of analyzing and generalizing the legislative basis it was proved by the author in Ukraine during the period of 1917-1921 years the national system of education management was formed. The competence of management bodies of the given sphere is found out. It provided for the control establishments of various levels at all stages of the Ukrainian national regulations development of the investigated period. The system of the educational management at the local level is revealed.
