Dissertation work is devoted to theoretical ground and development of methodical recommendations in relation to forming of public investment policy on national and regional levels. The basic spheres of development of investment policy were certain at the level of region, principles and criteria of estimation of efficiency of the government investment programs are developed at national level, the mechanism of effective co-operation of participants of the government investment programs is offered.
