Object of research - processes of forming relations of property and state administration by it in the transformation economy. Purpose of research - development of mechanism of effective state administration by property at level region and technologies of it practical realization in the conditions of transformation of economy of Ukraine. Methods of research - complex, system, reproductive, structure, functional approaches, methods of dynamic, structural-logical, system and economic analysis, graphic presentation of data, integral estimations, index, quantitative economic and statistical analysis. The practical value of got results consists in development of concrete methodical recommendations of effective state administration by regional property. The scientific novelty of got results consists that first case by the public domain at the regional level frame, consisting in construction of optimum structure of state property management, is developed. System of principles of construction of the effective system of state administration by property by addition by their specific principles: targeting, accordance of volume and character of plenary powers to the types of the administrative influencing, accordance of forms and methods of activity of public authority to the tasks and motivations, that are determined by the definite criteria of construction of the system of state property management; theoretical approaches to determination of basic definitions, such as "property" "regional property" "state administration by property" in the context of transformation of character of relations of property on the basis of convergence of different approaches; mechanism and innovative instruments of property in region management, based on the state adjusting and private state partnership are improved. Classification of property, which includes the selection of types of property on signs: degree of socialization, scales, subjects of property, levels of management, objects, degree of realization of ownership rights; methodical positions as evaluated by the results of influencing state administration by property on the socio-economic development of region on the basis of authentication of attractor of regional development, got the further development.
