In work theoretical positions are exposed in relation to essence of fiscal policy as constituent of economic development, certainly methodical aspects of organization of fiscal policy, certainly role of the state at forming of fiscal policy as constituent of economic development. Foreign experience of fiscal policy is analyzed as a constituent of economic development, the analysis of organizational principles of forming of profits and charges is carried out for providing of successful economic development, the tendencies of federal deficit and national debt, which have a direct influence on socially, - economic development of Ukraine are certain.
