The results of the investigations devoted to the development of theoretical bases to obtain plasticized cement systems with complex admixtures of plastiсizing and air-entraining action to get by rational design of mesostructure of mortars with high functionality, characterized by improved workability and expiration date of mortar mixtures and provide the designed compressive strength and related parameters of mortar quality are shown.
