Kuzmenko R. State regulation of regions’ development by using a cluster approach

Object: territorial integral criation (regions) and processes which provide government control, regional clusters as form of territo-rial organization of economy. Purpose: ground on the basis of modern domestic and foreign experience of the use of cluster ap-proach in government control in the field of the regional economic systems. Methods: cluster approach; abstractly-logical, system analysis; groupment, с-averages. It is offered: two-tier model of unclear clusterization within the limits of the regional economic systems with the use of method of с-averages; principles of development and use of cluster tool of government control during realization of economic strategy; going near introduction of procedures of leadthrough of SWOT-analisys and determination of competitive edges of regions within the limits of the economic system of the state; conception of management functioning of regional cluster.
