Dissertation work is devoted to development of bases and tool of forming of tariffs theoretical and scientific-methodical on services GRP. In dissertation work the algorithm of analysis of the conduct of users, aimed on the search of more most attractive segments of market for the subsequent analysis, choice and grounding strategies and methods of pricing, necessary for development of the differentiated approach to the management by a tariff policy on gas, is developed, based on the use of mechanism of prices. The offered differentiated approach to establishment of prices (tariffs) on gas by means the developed matrix of price strategies provides achievement of optimum value of service on gas, that satisfies the users of gas, from one side, and from other side, guarantees the acceptable norm of income to the producer (to the supplier) of gas. Within the framework of forming of tariff policy seasonal differentiation of wholesale prices for industrial users on natural gas, which summer prices must be lowered according to, is offered, and winter - are increasing at saving of unchanging dynamics of middle price on gas. For estimation of unevenness of charges of fuel a coefficient, that will characterize relative block fuels necessary for indemnification of rejection of consumption of fuel during the given period (in this case year) from his even (middle for period) consumption or booty, is used. Approach of principle is offered to estimation of adjusting of seasonal unevenness, at which the minimum of the taken charges in every system of adjusting at equality of annual volumes of serve of gas in a region is the criterion of choice of variant of adjusting of unevenness of consumption of gas.
