Essay

The purposal is the development of theoretical and methodological principles and practical advice on the mechanism of crisis management at enterprises of housing and communal complex. The object of research is the process of crisis management in the financial and economic activities of housing and utility companies. Subject of research is theoretical and methodological approaches to mechanism of crisis managementat enterprises of housing and communal complex. Research methods: logical-theoretical generalization and comparison, system analysis, taxonomy, cluster analysis, hierarchy analysis; economic and mathematical modeling. The structure of mechanism crisis management at enterprises of housing and communal complex is suggested. Developed complex models to financial statement analyze of housing and utility companies in Ukraine are allowed to analyze of uneven development crisis in housing and communal enterprises in different regions of Ukraine. The proposed algorithm of threats significance estimation is given the opportunity to choose the dominant threat for specific financial and economic activities of these companies. The approaches are improved to assessment of dominant threats through the development of the econometric model, adapted to wastewater utilities. There are made prospective evaluation of financial and economic situationsat enterprises of housing and communal complex by trend seasonal models, allowing the potential loss of the delayed localization of dominant threats. The set of administrative actions is introduced with the localization of crisis, which defines business functions and activities of anti-crisis state, local and community level governance and promotes offset current crisis by location (complete or partial) of the dominant threats. Level of implementation: development is implemented in practice "Kharkiv Heating Networks ", KharkivKomunOchystVod, " VTP "Water". Field of use: crisis management at enterprises of housing and communal complex.
