Svorak S. Genesis and transformation of public authorities of the Kiev Russ

In dissertation the problem developments of institutes of the government of the Russ earths united by the general interest of protection of the earth and a life of people by means of the military formations and variag's of teams with the prince is considered. The traditional structure of the government in the form of Vecheis considered and its place at all levels of political self-organising is defined. The basic institutes of the state self-organising - Veche, military formations are investigated. Major factors of peopleboard the state culture are opened. In work it is shown together with Veche self-organising there was an attraction process variag's prince-druzhinа the factor in formation of the state of the Kуiv Russ, conditions of coexistence of two leading institutes of the power - Veche and the prince are opened. Key value people is proved tradition at formation of mutual relations between Veche and the prince with a team, the attention is focused on the important role of contractual relations in development of administrative institutes of the power in which structure have been presented persons both from the people, and from the prince.Considering dynamics of development of institutes of the power, including Veche, the prince and a seigniorial thought, it is proved, that the considerable part of administration managerial control is transferred the princely power, however Veche initiated appointment of key administrative officials.Kуiv Russ has generated democratic institutes of the power and has put in pawn bases of democratic development of the Ukrainian national statehood.
