Kostenko I. Formation and development of a system of scientific degrees and academic ranks in the Ukraine in the context of international experience: historical-legal study.

The thesis presented a comprehensive overview of the history of scientific research degrees and ranks with the definition of source base, the theoretical and methodological foundations and concepts of analysis, described the emergence and initial experience of the universities and the formation of scientific degrees and ranks, including the Ukrainian lands, analyzed the development of legislative base of scientific and educational assessment for the period 1920-1991 years. The analysis and forecasting of the system of scientific degrees and ranks at the time of Ukrainian independence (1991-2010), the basis on which the complex of organizational and legal measures aimed at democratization and efficiency appraisal of scientific and pedagogical personnel, in particular, the codification of the basic rules in the special law on certification, development of a new mechanism for awarding academic degrees as a doctoral, and outside doctorate for top scientists, the creation of specialized scientific councils at HAC of Ukraine, the introduction for teachers, part-time academic status privat-docent.
