The dissertation research is related to the determining principles of theory and practice of scientific substation of problem of the procedural powers realization of inquiry agency, investigator, procurator on the prejudicial stages of criminal process. The bases of theoretical status of the competence of inquiry agencies on the stage of criminal case initiation, ensuring procedural autonomy of the investigator on the prejudicial stages of procuracy supervision and control are being examined.
