Complex analysis of organizational and legal grounds for the activity of the preliminary investigation system in criminal justice of Russian Empire in the second part of the XIX beginning of the XX century is made in the work according to the study of scientific literature, legislation and other normative and legal acts, archival sources. Historical and legal analysis of such processes as reforming public authorities that ensured pre-trial stages of criminal justice in Ukrainian provinces is conducted. The factors which influence on the system of preliminary investigation are determined.
