Essay

The thesis is devoted to the complex study of the system of organization and formation of organizational and structural formation of police in USSR in 1918-1934 years. It is analyzed and proved in the work what kind of historical events favoured the creation of staff state agencies for protection of revolutionary order, personal safety of citizens and also fighting against criminal elements and how mass active organizations of workers turned into one of the first law enforcement agencies of the Soviet state. Archival and documentary materials that were researched by the author prove the point that creation of Soviet police at the places lead to the creation of All-Ukrainian Decree.
