Within the branches of science of public and legal theory, based on a system approach, a complex investigation of static and dynamic elements in Romano-Germanic legal family, Definition of their contents, roll, meaning and realizing mechanisms, have been held in the first time. An affirmation, that static and dynamic elements in the structure of legal system form inseparable dialectic unity just securing necessary standard-organizing influence on social relations, is substantiated.
