In given dissertation study was realized attempt of all-round consideration of the problems of the fight with organized by criminality in USSR at years of the undertaking new economic politicians. The theoretical glances will analysed on categorization organized criminal groups in criminal legislation both at period new economic politics, and on modern stage, explored mechanism to activity organized criminal groups and the main factors, which, on our opinion, rendered the assistance to existence, spreading and reproduction organized criminality in 1920-th years.
