Dissertation is devoted the ground of scientific bases and development of practical recommendations on forming of control system by innovative development of processing enterprises of APK with the extended use of tool of innovative byudzhetirovaniya. Conception of forming of organizational-economic mechanism of management innovative development of processing enterprises of APK is developed in dissertation. The formed organizational-economic mechanism allows on the basis of the financial planning of innovative indexes to discover critical and near to critical areas.
