Saienko V. The organizational support of state deposit insurance mechanism

The subject of investigation is the state regulation of banking system. The purpose of investigation is the improvement of scientific theoretical approaches, the development of methodical principles and practical recommendations for formation and realization of the organizational support of the state mechanism of guaranteeing of protection of rights of depositors-individuals in Ukraine, the implementation of which will favour the increasing of effectiveness of the activity of the financial sector of the national economy. The methods of investigation are system approach, methods of statistic and economic analysis, method of comparative analysis, methods of extrapolation and expert evaluations. The practical importance of the obtained results consists in the development and implementation of methodical principles and scientific theoretical recommendations for formation and realization of the organizational support of the state mechanism of guaranteeing of protection of rights of depositors-individuals. The scientific novelty of obtained results is that first the conception of the state guaranteeing of deposits of individuals on the basis of existent theoretical regulations of the state regulation of economy, the international experience of guaranteeing of deposits and taking into account the specific character of development of financial and credit relations in Ukraine, have been formed. The mechanism of the state guaranteeing of protection of rights of depositors-individuals by means of addition of the organizational structure of the Fund of guaranteeing of deposits of individuals; the system of resources provision of the mechanism of the state guaranteeing of deposits of individuals on the basis of implementation of differentiated bank deposits to the Fund of guaranteeing of deposits of individuals using the conservative approach to the deposit risks; the methodical approaches to the informing the population about the system of guaranteeing of deposits, have been improved. The methodical approach to the realization of the system of the state guaranteeing of deposits; the conceptual framework of the state management: "the mechanism of the state guaranteeing of deposits of individuals" and "organizational support of the state mechanism of guaranteeing of deposits of individuals"; the directions of improvement of legal and regulatory framework of the state guaranteeing of deposits; the methodical approach to the realization of guaranteeing of deposits of the population, developed on the basis of implementation of the principles of the existent international system of deposits insurance by the International association of underwriters of the deposits, have been further developed.
