Matsuk Z. System of Budget Regulation in Ukraine (on materials of Western region)

The object of the dissertation research is a system of budgetary control in Ukraine as a set of forms, instruments and mechanisms for balancing budgets. The aim of the thesis is to assess the actual mechanisms of budgetary control in the relationship between central and local governments of the Western region and identify areas for improvement in Ukraine. Methodological basis for dissertation research is to use the dialectical method of scientific knowledge, systematic and integrated approaches, methods and conceptual analysis and synthesis of abstraction, statistical methods of grouping, dynamic comparisons and the method of graphic representation, the method of synthesis and formal-logical method, methods of economic-mathematical modeling and correlation analysis. In the dissertation research study by the budgetary control mechanisms in a decentralized fiscal system and formulated practical recommendations for further reforms, taking into account regional economic and social development. Certain provisions and proposals formulated in the dissertation work, implemented in practice: Ukraine Parliamentary Committee on Budget, Department of the local budgets of the Ministry of Finance of Ukraine Main Financial Department of Ivano-Frankivsk regional state administration.
