The dissertation is devoted to working out of theoretical, organizational-methodical and practical principles of improvement of a control system by expenses at the agricultural enterprises in the course of a reconstruction. Methodical approaches are improved to grouping of production costs and division of costs into variables and constants. The economic justification of factors of stability and decrease in costs on plant growing and animal industries production is carried out. Definition of essence of a control system by costs is offered, its basic components are characterized. The questions of formation of a registration policy and its conformity to management requirements are сonsidered.
