Essay

The evolution of ideas concerning the problem of governmental regulation and management in the world's economic thought has been analysed. Studies of the role of the state in economy allow to claim that it is an active member of the market as public enterprises and body of State Authority which make the public procurement using the budgetary funds. So the public procurement should be considered as a significant vehicle for stimulating an effective demand reducing unemployment and increasing economic agents' aggregate income. The periods of formation of the system of the public procurement and its controlling function in Ukraine have been classified in order to distinguish their main stages of development, to form organizational and informational models and to determine the functional purpose of the mechanism of government in the system of the public procurement during the period of its formation. A conceptual macroeconomic model has been worked out, picturing multiplicative influence of public procurement on the economic growth of the national economy. The approach to the assessment of the competitive offers has been suggested to be made through the file organization process of the additional criteria that are based on the intensive and extensive operation factors of the procurement process. Eventually this will allow for assessment of the efficiency of public procurement. The necessity of building has been proven the adjusted system of protectionism which will meet foundations of equality in relations with a partner country, economic efficiency in spending budgetary funds and provide preferences and priorities in the development of the national manufacturing.
