Dissertation is devoted to examining of problems of origin, becoming and functioning of the institute of legal responsibility of public and local self-government authorities, in the modern world and, in particular, in Ukraine. A concept, essence, maintenance, general lines of legal responsibility, is selected and analyzed; becoming legal responsibility is probed as a protective institute of the state. The location and role of legal responsibility is determined in providing of law and order.
