Thesis represents the first integrated research of the state legal ideas in the concept of open society by Karl Popper. The main points of a number of domestic and international scientific investigations on the topic of dissertation are given. The background and conditions of the open society concept formation are clarified. It is established that Henri Bergson was first to introduce the term of "open society". The thesis methodology is explained. The open society is defined as a modern stage in the civil society development, which occurs under the condition of a guaranteed democracy and practical confirmation of the openness concept.
