System of state administration military organization of the state. To develop theoretical position in relation to a military management in the system of state administration, generalizations of experience of activity and making of practical recommendations, from the improvement of mechanisms of functioning of soldiery commissariats in Ukraine. To define the basic types of administrative co-operations between soldiery commissariats and organs of executive power and organs of local self-government. Research methods is: system analytical;structurally - functional, design, situation, sociological, historical, comparative. Essence and concept of military management is exposed in the system of state administration by an exposure and systematization of his basic principles and lines, factors of selection from the general system of public management. A local military government is selected in the system of state administration, investigational his institutional principles and structure. Status and activity of soldiery commissariats is studied in the mechanism of state and military administration at local level. Results are inculcated in Council of ministers of Autonomous Republic Crimea; military commissariat of Autonomous Republic Crimea.
