Koneva G. Directions for perfection of mechanisms of public administration by reformation of housing-and-municipal economy in Ukraine

Various trends of state management hierarchy's enhancement of housing-and-municipal economy in Ukraine. To develop functional model of the state management complex hierarchy's enhancement connected with restructuring of HUI. To define various options of state management hierarchy's enhancement connected with restructuring of HUI. Methods of investigation are: analytical, structural and functional comparative analysis, a systematic approach, analysis, synthesis, comparison, grouping, and classification, systematic and analytical. The functional model of integrated state management hierarchy's enhancement of HUI as aggregate of interconnected components such as: fundamentals and function, goals, tools and technologies to achieve the results as well as the scheme of providing high-quality housing and utility services has been developed and well grounded. Legal, economical and executive hierarchies, supporting fund of HUI as well as HUI's united information system as on the State so at regional levels to constitute the entire model. Results are introduced in the Limited Liability Company "Building a house", Donbas National Academy of Engineering and Architecture, Central City District State Administration Makeyevka city council in Donetsk region.
